If the water department uses chloramine to treat the water, then you can't just let it sit out. Chloramine is more stable than chlorine and doesn't just evaporate overnight. You can call the local water department and they'll be happy to tell you. Or if you have a friend that is into aquariums (not me) or brewing beer at home (me!), ask them, they'll know.
